Ukraine : Prime Minister proposes to discuss new principles of Ukraines administrative-territorial system formation

Prime Minister of Ukraine Volodymyr Groysman proposes to discuss and to formalize in legislation new principles of formation of the administrative and territorial structure of Ukraine that would boost the development of territories and maintain a balance of local self-government powers and state control. The Head of Government introduced his vision of changes during the roundtable meeting on the issues of local self-government reform.

"Administrative and territorial structure. In this sector, it is necessary to establish order, to eliminate shortcomings, and to introduce an effective logical system of state administration, when each territorial unit is self-sufficient," Volodymyr Groysman claimed.

He cited as a successful example those consolidated communities that got opportunities to develop their territories and infrastructure. And now it is necessary to enshrine this process.

What does the Government propose The Prime Minister explained that issue at stake is the formation of a three-level structure: community - district - region. "An effective self-government system, financial guarantees and formation of the Prefect Institute namely, state supervision and control. The balance of powers and responsibility must be preserved, " said Volodymyr Groysman.

The effectiveness of the system of self-government envisages formation of self-sufficient local councils and executive committees. Financial self-sufficiency encapsulates consolidating the principles of ubiquity, subsidiarity, and adequacy of powers to available financial resources.

The prefect will become a representative of state power in the territory, therefore, it will be responsible for coordination and communication between central government and local authorities, for implementing state programs and state policy in the regions, and will also monitor the compliance of the acts of local government with the Constitution and laws.

"This will trigger new opportunities and irreversibility of the reform. However, it is unacceptable to waste time, because of blocking the creation of consolidated communities by local leaders who do not want to leave lofty perch", the Head of Government stated.
